Aptos CLI v9.5.1 bundles hot-state optimization, Block-STM v2 and Mono Move changes

Aptos CLI v9.5.1 includes a broad aptos-core commit range: faster hot-state loading, Block-STM v2 defaults in the repo, Mono Move work and gas schedule v49. These are release-package and repository changes, not proof every commit activated on mainnet at once.

Aptos Labs released Aptos CLI v9.5.1. Its notes contain a broad aptos-core commit range, so the release is best read as a software snapshot rather than a list of features that necessarily activated on mainnet at the same moment.

The storage changes include faster loading of hot-state key-values during restart, parallelized within-shard hot-state loading, concurrent database opening and additional snapshot and read utilities. The execution commit range includes enabling Block-STM v2 by default in the relevant code path and a fix for non-deterministic hot-state promotions. At the same time, Mono Move work continues across layouts, value traversal, native heap and reference APIs, enum support, storage operations and other compiler or runtime pieces.

The notes also include a gas-schedule version bump to v49, consensus and encrypted-transaction work, and many testing and performance commits. A commit appearing in the CLI or repository release, however, does not replace checking feature flags, framework releases and actual mainnet protocol activation.

For APT, the release is developer tooling plus a snapshot of aptos-core development. Node operators, contract developers and tooling teams should verify the specific components they use rather than assuming the entire changelog is one already-active production feature set.
